yea it comes from prison cuz the prison uniforms weren't tailored to each inmate they just had a couple of different sizes so a lot of the clothing didn't fit so well so the pants hung off their asses and they weren't allowed belts cuz they could be used as weapons or a noose and when they left prison they just contiued to wear them like that
