A study of teenagers in Britain, Germany, Ireland, Italy, and the Netherlands “shows that the quality of family life, or rather the lack of it for many young people, is at the core of the drugs problem in Western society,” said researcher Dr. Paul McArdle of Newcastle University, England. reported in The Daily Telegraph of London, when young people lived with both parents and enjoyed high-quality family relationships, especially with their mothers, only 16.6 percent developed drug habits. But when these factors were absent, 42.3 percent used drugs. “We spell out the dangers of drug abuse to children on TV and launch drug prevention initiatives in schools but it seems that no one is really tackling the issue of parental responsibility,” said McArdle. “I believe effective prevention of drug use is more about family relationships than any other factor.”

In Regards to heavy drug use I believe that yes it is partially the parents fault's... for not taking more of an interest in what thier teenager is doing...
I mean come on if you let your teenage out every night of the week, don't know where they are and allow them to do what ever they please then sure they will have a higher probability of trying these drugs.
If they sleep till 4pm and then go out all night and get back at 1am everyday.... then as a parent you should be concerned.
But then again... there are people I know who do ..or have done... drugs and they were from healthy family backgrounds where the parents took an active interest in thier teens. These teens just turned into spoilt wasted teenages. To those people it depended more on where you lived and how much money you had.

I guess sometimes it can .. however I grew up in a very close knit family, we had our dinner together every night ... we didn't own a TV so we did talk a lot - but both my sister and brother have turned to drugs (not in a big way but still ... ) I'm the only one in the family who hasn't even smoked a cigarette!
