Probably because the people that are now living on them have never been in a position to run farms as a capitalist entity before. They don't see beyond their own immediate needs.

Ok, here goes, you want my rant on the subject of Africa and Zimbawae.
IF the do-gooder missionaries of the previous two centuries had minded their own business and not enforced their values and morals on the innocent people of so called "uncivilised' countries like Africa, there would not be the problems there are now.
Sure, they would still live in grass huts, eating just enough animals to feed themselves, and when the animals weren't there, they'd eat each other, they'd still run around naked, and die from all sorts of things..... but they would be happy living their way. The country as a whole would be better off ( REMEMBER DON'T JUDGE IT FROM YOUR OWN VALUES).
We may think living in a nice tidy house with a tv set, and furniture and nice clothes, and having a secure section is what everyone wants, but it's not.
So these people are running the farms to 'rack and ruin' according to how we farm, but then who are we to tell them what to do with their land?
