I don't know about that Aztec, I'd like to see more information.
I've worked for a government department that was instigating a new system, and we were testing it. When the Minister was due to visit us, we were told very clearly NOT to show her the problem areas, and only to discuss the parts that weren't problematic. The legislation and system were introduced without the Minister knowing anything about the huge problems there were.
Minister's are kept in the dark about a lot of things to ensure the Department heads reach their targets and get their bonuses.
Having said that, nothing surprises me about ACC. They would have to be the most inefficient government department I've ever come across. Fortunately I've never worked for them.

A failed Nation Party leader comments on the previous administration, and his words become gospel? English tried to unseat Labour and failed miserably. Hardly neutral opinion.

What a load of cobblers, my dear friend. Those lying drips from National are simply looking for excuses to renege on their election promises. They did their sums wrong, and are trying to deflect blame.

I disagree Naki, I think they did their sums right, and they knew they couldn't meet the promises they were making, but they also knew that people wanted change, and so they fed them what they wanted to hear, knowing full well they could always blame Labour and the recession, when things got bad.
They had a calculated plan, and nothing they said prior to the election was part of it. But most will not see that, because they are not so much National supporters as anti Labour. They are happy to accept anything against Labour, whether it's true or not. They don't even search for the facts, but rather hang on the every word from big time losers, like Englsh. Quite pityful really, considering the damage that is being done in the meantime thanks to their selfish ignorance.
